<p>Mass of Christian Burial was held Tuesday, Feb. 14, 2012, at Holy Name Catholic Church in Coffeyville. Burial followed in Fairview Cemetery in Coffeyville.<br />

<p>PARSONS—Christopher T. “Chris” Astbury, 62, of rural Parsons,  Kan., died at 1:48 p.m., Tuesday, Feb. 14, 2012, at his home.</p>
<p>Following cremation, a memorial service will be held at 10:30 a.m., Saturday, Feb. 18, at Forbes-Hoffman Funeral Home in Parsons. The family will receive friends from 7 to 8 p.m., Friday, at the funeral home.</p>

<p>Chris was born July 31, 1949, in Bridgewater, Vt., to Charles and Blanche R. (Westcott) Astbury. He grew up in Vermont where he attended schools and was a 1968 graduate of Woodstock Union High School. He later attended Emporia State University where he earned an associate&#8217;s degree.</p>
<p>Through the years, he worked as a custom harvester and later a licensed practical nurse at the Parsons State Hospital and Training Center, retiring Nov. 1, 2011.</p>
<p>He was a member of the Church of Christ in Parsons and the Chief Black Dog’s Trail Muzzleloading Club. He enjoyed gardening, building and tending to koi ponds, black powder rifles, animals and helping others. He especially enjoyed spending time with his family and friends and participating in muzzleloader rendezvous.</p>
<p>On Jan. 7, 2009, he and Teresa (Lewis) Anderson were married in Miami, Okla. She survives of the home.</p>
<p>Additional survivors include two sons, Matt Astbury and wife Sarah, Lowell, Ore.; Michael Anderson, Parsons, Kan.; one daughter, Christy Thornton and husband Michael, Springfield, Ore.; seven grandchildren; three brothers, Charles Astbury, Bridgewater, Vt.; Nick Astbury, Lady Lake, Fla.; and Ted Astbury, Denver, Colo.</p>
<p>He was preceded in death by one brother and one sister.</p>
<p><strong>Flossie I. &#8220;Onie&#8221; Short</strong></p>
<p>PARSONS—Flossie I. “Onie” Short, 81, of Parsons, Kan., died Sunday, Feb. 19, 2012, at Elm Haven West Nursing Home in Parsons. She had been in failing health.</p>
<p>Graveside services will be held at 11 a.m., Wednesday, Feb. 22, at McCune Cemetery. The family will receive friends from 6 to 7 p.m., Tuesday, at the Forbes-Hoffman Funeral Home in Parsons.</p>

<p>Joyce was born June 17, 1930, in Altamont, Kan., to James L. and Lena I. (Lewis) Baker. She grew up and attended schools in Altamont and was a 1950 graduate of Labette County Community High School. Prior to marriage, she worked at Hallmark Cards in Parsons.</p>
<p>She and Thomas L. “Tom” Baker were married in Winfield, Kan. They made their family home in Altamont where they owned and operated Baker’s Texaco service station for 52 years.</p>
<p>Joyce was an active member of the First Baptist Church in Altamont where her grandparents and great-grandparents were charter members. She also participated in the We Care and White Cross ladies’ groups at the church, had served on the flower and food committees for numerous years, and in younger years was co-sponsor of the Ann Judson Guild.</p>
<p>In 1985, Joyce and Tom were Altamont Sweethearts, for Flag Day, and were honored by the Lions Club for the Distinguished Service Award in 2006. She enjoyed cooking, decorating the bulletin board at the senior apartments, and spending time with her family and friends. She especially enjoyed attending her grandchildren’s activities.</p>
<p>Survivors include her husband, Tom Baker, of the home; two daughters, Jerry Bolen and husband Mike, Altamont; Vicky Haraughty, Altamont; six grandchildren, Todd Merrick and wife Kim, Webb City, Mo.; Michelle Vance and fiancé Danny Bernd, Cherryvale, Kan.; Shelley Gardner and husband Mark, Altamont; Greg Haraughty and wife Hanna, Altamont; Keli Hess and husband Chris, Gardner, Kan.; Clint Vance, Altamont; five great-grandchildren, Sloane Vance, Ingrida Vance, Lauren Merrick, Nolan Haraughty and Jake Haraughty; and one sister, Shirley Johnston, Vinita, Okla.</p>
<p>She was preceded in death by her parents; two brothers, Orville and Clyde Baker; and son-in-law, Mitch Haraughty, on June 7, 2002.</p>

<p>CHETOPA—Dale Conard, 90, of rural Chetopa, Kan., passed away Friday, Feb. 10, 2012, at the Chetopa Manor in Chetopa.</p>
<p>Graveside services will be held at 11 a.m., Thursday, Feb. 16, at Park Cemetery, Columbus, Kan., with Dennis Castle officiating.</p>

<p>Dale was born on Oct 9, 1921, in Chetopa. He was the son of George and Flora (Bartee) Conard. Dale was a graduate of Chetopa High School and attended Coffeyville Community College where he played basketball.</p>
<p>Dale grew up on a farm in Cherokee County during the depression and learned the value of hard work and sacrifice. He lived his entire life in a five square mile area between Chetopa, Faulkner, and Melrose, Kan.</p>
<p>He married Mary Glee Imel in 1945 and moved to the present farm in 1950. Together, they developed a large farming and ranching business. Dale pioneered the pecan industry in Southeast Kansas and Northwest Oklahoma, developing several innovative machines for pecans. Several media outlets called him the “Pecan King” over the years. He also enjoyed raising exotic animals and farm related enterprises.</p>
<p>Dale was a member of the Army, serving in World War II in the South Pacific Theater. He was stationed and saw action at Leyte and Luson in the Philippines. He was in the occupation forces of Japan.</p>
<p>Survivors include Sonia Kelly, of the home; two sons, Norman Conard and wife Karen of Fort Scott, Kan.; and Robert Conard and wife Karyl of Rose Hill, Kan.; four grandchildren, Chris Krebs, Richard Conard, Matthew Conard, and Elizabeth Conard; nine great-grandchildren; two sisters, Mildred Poor of Oswego, Kan.; Georgia Riley and husband Richard of Bloomington, Ill.; and one brother, Raymond Conard and wife Bonnie of rural Chetopa.</p>

<p>MARINETTE, Wisc.—Dolores Rose (Bender) Reed, 79, of Marinette, Wisc., passed away Thursday, Feb. 9, 2012, at home.</p>

<p>Dolores was born March 9, 1932, in Chetopa, Kan., the only child of the late John Bender and late Valeria (Swansen) Bender of Bartlett, Kan. She spent her early years in the Chetopa-Bartlett area of southeast Kansas. She graduated from high school in 1950 and then the polio virus came her way. Not one to give up easily, she fought to survive, won, and then went on to attend Kansas State Teachers College and the University of Missouri, graduating with a Masters Degree.</p>
<p>She spent her life working with handicapped and disabled individuals. One of her jobs was at St. Anthony&#8217;s Hospital in St. Louis, Mo., where she met her future husband, Warren Reed. They were married  March 29, 1959 in Bartlett. Their only child, Vicky, was born in 1960. During her life, they were avid travelers and also moved several times, including Illinois, Indiana, Kansas, Upper Michigan, Florida and New Hampshire, finally retiring in the Joplin, Mo., area. After Warren&#8217;s death in 2007, she moved to Marinette, Wisc., to be closer to her daughter and grandchildren.</p>
<p>Those surviving are her daughter, Vicky (Denis) Reiswitz; granddaughter, Pam Wellner; grandson, Brad (Lindy Kehoe) Wellner; great-grandchildren, Christopher, Peyton, Natalie, Daphne and a future one the family is waiting to meet in June.</p>
<p>Dolores was preceded in death by her parents and her husband of 47 years, Warren.</p>
<p>Many of her days were spent watching the little ones and getting to know them and she will be sorely missed for the love and support she offered the entire family.<br />

<p>PARSONS—Frank W. Hazlett, 94, a lifelong Labette County resident, died at 7:15 a.m. Tuesday, Feb. 7, 2012, at Woodridge Estates in Parsons, Kan., where he had resided the past few years.</p>
<p>From 1936 to 1941 he was employed by the Carpenter Press in Oswego, which published the Oswego Democrat Newspaper. In 1941 he began employment with the Parsons Sun as a linotype operator-machinist and continued in this career until his retirement in 1982.</p>

<p><strong>Lloyd Dale Pease</strong></p>
<p>WELCH, Okla.—Lloyd Dale Pease, 48, of Welch, Okla., passed away on Feb. 3, 2012, at St. Francis Hospital after a sudden illness.</p>
<p>He will be cremated.</p>
<p>In Lloyd&#8217;s memory, a gathering of family and friends will be held Sunday, Feb. 12, at the Mae Lessley Community Center in Chetopa,  starting at noon and going until around 5 p.m.</p>

<p>Lloyd was born Feb. 16, 1963, to Clarence and Lillie Pease. They preceded him in death. He was also preceded in death by two brothers, Ray and Carl.</p>

<p>Larry was born Feb. 9, 1943, in Parsons, Kan. His parents were  H. M. “Mike” and Helen Josephine (Fowler) Smith. They preceded him in death. He was also preceded in death by one sister, Shirley Boitel, and one brother, Merrit Michael Smith, who died in infancy.</p>
<p>He graduated from Parsons High School where he played baseball and got involved in music. He co-founded the Lancer Dance Band which was widely known in the Parsons area. He then began working for MKT Railroad. In 1972 he moved to Nashville, Tenn., to work in the music industry. He returned to Kansas in 1981 and earned an Associate degree in Radiology at Labette County Community College. He then worked at various jobs including Oak Hill Hospital, Joplin, Mo., the Oswego Hospital, and various manufacturing plants.</p>
<p>He was a member of the Mother of God Catholic Church, Oswego, where he was in the Knights of Columbus, Oswego/Chetopa Lodge. He was an accomplished guitarist and enjoyed singing and writing music. He also enjoyed spending time with the family and sitting down to read a good book.</p>
<p>Larry was married to Patricia A Saffell on May 6, 1972, in Oswego. She survives.</p>
<p>Additional survivors include two children, Mike and Sandy, who were born from a previous marriage; two sons, Jesse (and Suzie) Smith, Frontenac, Kan.; and Nick Smith, Oswego; one daughter, Holly (and Kenton) Jarman, Altamont, Kan.; mother-in-law, Rosa Saffell, Oswego; three grandchildren, Olivia Smith, Conner Smith, and Jonah Jarman.</p>
<p><strong>Lottie Louise Neighbors</strong></p>
<p>PARSONS—Lottie Louise Neighbors, 85, of Parsons, Kan., passed away at 1:02 p.m., Sunday, Jan. 29, 2012, at Labette Health.</p>

<p>Lottie was born on Nov. 27, 1926, at Columbus City Hospital to Bruce and Stella Marie (Poynter) Pyne. She graduated from Columbus High School in 1944 and from Kansas State Teachers College (now Pittsburg State University) in 1949. She was a member of Alpha Sigma Alpha sorority.</p>
<p>On completion of her education, she moved to Denver to live and work, but eventually returned to Parsons and taught at Lincoln grade school. She thoroughly enjoyed being a teacher and talked of her students and that time in her life fondly.</p>
<p>She married Bill Neighbors at St. Patrick&#8217;s Catholic Church on June 7, 1953. They were married for 50 years. He preceded her in death on December 7, 2003.</p>
<p>Together they owned and operated Neighbors TV at 3012 Main for over 25 years, and in later years opened Lottie&#8217;s Antiques in Oswego, which she closed upon his passing. She was an avid antique collector and considered an expert by many.</p>
<p>Lottie is survived by her son, Bill Neighbors and wife Julie, Oswego; her daughter, Debbie Butler and husband Rick, Parsons; and her daughter, Linda Neighbors, St. Louis. Lottie had nine grandchildren (Ryan Butler, Myndee Butler, Bransie Qualls, Meredith Butler, Bryce Butler, Chasnie Vinson, Amanda Wurmser, William Neighbors, and Nick Wurmser) and six great-grandchildren (Matthew Butler-6, Mason Butler-5, Nixon Butler-3, Asher Qualls-2, Branton Qualls-2 and Gwyneth Kate Butler-7 months) who were the absolute light of her life. Lottie&#8217;s last years were filled with the pure joy of watching her family grow.</p>
<p>In addition to her husband, she was preceded in death by her parents; an infant brother, Jimmy; a sister, Helen Robison of Hallowell, Kan.; and a brother, Arlie Pyne of Columbus, Kan.<br />
Her sister, Marie Shearer, resides in Denver, Colo. Her sister-in-law, Rosalie Pyne, resides in Columbus, and her brother-in-law, Murl Robison, in Hallowell.</p>
<p>She was a member of St. Mary&#8217;s Catholic Church in Parsons, but in her later years attended Bartlett Christian Church, and First Christian Church in Parsons.</p>
<p>Lottie Louise was a farmer&#8217;s daughter, a college-educated career woman, beloved sister, wife and mother of three who loved her family and was especially proud of all their accomplishments. Her granddaughters would all say that she was one &#8220;spunky little chick.&#8221; She played the piano, enjoyed music and to dance, traveled with her children, enjoyed family dinners and was very active and involved until her death.</p>

<p>SPRINGFIELD, Mo.—Dr. Fred Wilbur Johnson, 79, of Springfield, Mo., passed away on Jan. 27, 2012, in Springfield.</p>
<p>A celebration of Fred’s life will be held on Thursday, Feb. 2, at the Second Baptist Church of Springfield, Mo. Interment will be in the Mt. Pleasant Cemetery, Altamont, Kan.</p>

<p>Fred was born on Jan. 6, 1933, to Clyde and Opal Johnson and grew up on the family farm near Edna, Kan. In</p>
<p>1950, Fred graduated from Labette County High School in Altamont, Kan., and then worked as a railroad telegraph operator before attending Palmer College of Chiropractic in Davenport, Iowa. After graduating in 1956, Fred moved his growing family to Pittsburg, Kan., where he would practice chiropractic medicine for the next 40 years. Upon retirement, he moved to Springfield and enjoyed new challenges working for Strategic before retiring again in 2009.</p>
<p>A man of many talents, Fred was a skilled woodworker and an excellent gardener. He loved music—as a teenager Fred once traded a cow for a piano—and, over the years, he enjoyed playing the harmonica, banjo, guitar, piano and organ. In addition to spending time with his family, he was active in the community as a 32nd Degree Scottish Rite Mason, a member of the Pittsburg Shrine, and a former volunteer with the Boy Scouts of America.</p>
<p>Fred was saved and baptized in the early 1950s, and was most recently a member of the Second Baptist Church of Springfield.</p>
<p>Fred is survived by his wife of over 25 years, Cindy Johnson of Springfield; and five sons, Fred “Butch” Johnson and Susan Johnson of Oswego, Kan.; Phill Johnson of Oviedo, Fla.; Lance Johnson and Mary West of Pittsburg, Kan.; Bill and Mary Johnson of Riverton, Kan.; and Chris Johnson of Joplin, Mo; and two stepchildren, Paul Miller of Kansas City; and Melinda Miller-Trusty and husband Tarrence of Marion, Ind.  Fred is also survived by his sister, Eileta Creekpaum and husband Eddie of Tulsa, Okla.; as well as their son, Kyden Creekpaum and wife LaShawn of Paris, France.  Fred leaves grandsons Brian, Mark, Jeff, and Shawn Johnson; step-grandchildren Kourtney, Airston, and Sophie Trusty and Ashlee Kolb; and one step-great-granddaughter, Ariana.</p>
<p>Fred was preceded in death by his parents, Clyde and Opal Johnson; a baby brother, Ray Dean Johnson; and his former wife and the mother of his five sons, Betty (Owings) Green.</p>

<p>BAXTER SPRINGS—Freddy Lee Burrows, 57, of Baxter Springs, Kan., passed away Tuesday, Jan. 24, 2012, at his home in Baxter Springs, after a courageous battle with cancer. He was born Oct. 10, 1954 in Oswego, Kan., to Gertrude and Hollis Burrows.</p>
<p>Funeral services will be held at 10 a.m., Saturday, Jan. 28, at Derfelt’s Baxter Chapel. Bishop Morgan Maguire will officiate. Burial will follow in the Hill Crest Cemetery, Galena, Kan. Family will receive friends Friday evening from 6 to 8 p.m. at Derfelt’s Baxter Chapel.</p>

<p>Fred is survived by his wife, Diane Burrows, of the home; one son, Glen Thomasson, wife Teri, and son Ben, Baxter Springs; a brother, Floyd Burrows and wife Nelli, Baxter Springs; brother, Dwight Burrows and wife Sue, Quapaw, Okla.; brother, Clyde Burrows and wife Pat, Columbus, Kan.; brother, David Burrows and wife Pat, Texas; sister, Joy Delmont, Columbus; sister, Jeannie Anderson of Prior; Sister Lucy Godfrey of Baxter Springs, KS; Sister Iris Pallus and husband James, Texas; sister, Velma Nickel and husband Earl, Bartlett, Kan.; and several nieces and nephews.</p>
<p>He was preceded in death by his mother, Gertrude Harrison Burrows; father, Hollis Burrows; brother, Earl Burrows; sister, Flora Kabus; sister, Fran Hartin; and a grandson, Gavin.</p>
<p>He enjoyed cooking, gardening, reading, Stephen King movies, and spending time with his family.</p>

<p>Jerry was born Aug. 19, 1943, in Mound Valley to Elwyn and Eulalia (Hart) Merrick. He grew up and attended schools in Mound Valley. He graduated from Labette County Community High School in 1961. Following his graduation from high school, he served in the National Guard. He worked for the M-K-T Railroad before moving to Wichita where he worked for Cessna for a short time.  He returned to Mound Valley and drove a dump truck. He then began his own business cutting hedge posts and firewood. Most recently, he operated his own wood pallet manufacturing business.</p>
<p>He enjoyed gardening and earlier years he hunted raccoons and rode horses.  He also enjoyed his dogs.</p>
<p>Jerry and Barbara Taylor were married and later divorced. He married Judy G. Winters and they divorced, but remained close companions. She preceded him in death on Oct. 24, 2010.</p>
<p>Survivors include one son, David Merrick and wife Melanie, Independence, Kan.; two daughters, Diana Yenni and husband LJ , Raleigh, NC; Tammy Piland and husband Johnny, Osage, Kan.; 10 grandchildren, Olivia, Davis, Carson, Dylan, Katelyn, Abigail, Hannah, Elizabeth, Matthew and Brandon; one brother, Jim Merrick, Altamont, Kan.; and one sister, Jolene Hesemann, Rogersville, Mo.</p>

<p>Gene was born on Jan. 26, 1927, in Craig County, Okla., to Arno and Barbara “Marie” (Trissell) Testerman. He grew up in the Craig County area as well as Bartlett, Kan. After receiving his high school education, Gene served in the United States Navy during World War II.</p>
<p>On May 27, 1949, he was united in marriage to the love of his life, Carmeta Lou Stokesberry in Independence, Kan. Shortly following their marriage, the couple made their home in Coffeyville where Mrs. Testerman was a homemaker and Gene worked at Parkerburg Rig and Reel, Wheatly Valve and for over 20 years, operated Testerman Welding.</p>
<p>Gene was a lifetime member of the VFW Post #1022 and the local American Legion. His favorite hobby was hunting. He also enjoyed time with his family and friends.</p>
<p>Surviving to honor his memory is his son, Darrell Testerman and wife Dayna of Arlington, Texas; brother, Arno Testerman and wife Martha of Bartlett, Kan.; four grandchildren and three great-grandchildren.</p>

<p>Winifred was born on Feb. 12, 1923, at Coffeyville, Kan., to Arthur and Elizabeth (Roberts) Higginson. Winifred grew up in the Valeda and Edna area, attending Valeda Grade School and Edna High School, graduating with the class of 1941.</p>
<p>On Jan. 1, 1942, she married Dale Maxson at McPherson, Kan.  Following their marriage, they made their home in the Edna area.  While her husband was in the service during World War II, Winifred began working as bookkeeper at the stockyards in Coffeyville, and later at Maxson Sales in Coffeyville and Parsons, and helped her husband on their ranch near Edna.</p>
<p>She was a member of the Edna United Methodist Church, United Methodist Women, taught Sunday School and Bible School at her church, member of Grange, and Royal Neighbors, charter member of the Edna Roundup Club, 4-H Leader for many years, Kansas Master Farmer Homemaker, Kansas FFA Honorary State Farmer, local FFA Chapter Honorary Farmer for both Labette County High School and Field Kindley High School.</p>
<p>Winifred enjoyed helping plan reunions and community events being held at their cabin on Maxson Lake near Edna. She liked scrapbooking, reading, chaperoning church, school and FFA Judging trips, and antiques. She especially loved time spent with her family, friends and being involved in her community.</p>
<p>Survivors include her husband, Dale Maxson, of the home; two sons, Danny Maxson and wife Peggy, South Edna, Okla.; and Rickey Maxson, Monkey Island, Okla.; one daughter, Kristi Esquibel and husband Mike, Edna; one brother, Dale Higginson and wife Wymetta, Altamont, Kan.; five grandchildren, Timmy Tyson Maxson and wife Teresa, Tracy Joe Maxson and wife Kim, Ryle Duncan Maxson and wife Ashley, Karen Ann Maxson, and Michael Rio Esquibel; and four great-grandchildren, Tegan Maxson, Taya Maxson, Taliyah Maxson, and Tracer Maxson.</p>

<p>Bill was born Aug. 1, 1955, in Parsons, Kan., to William F. “Bill” and Mary Lou (Berends) Chapman. He grew up in Southeast Kansas and was a 1973 graduate of Labette County High School in Altamont. He then joined the United States Marine Corps and was stationed in Bangor, Wash., until his honorable discharge in 1977.</p>
<p>After his discharge, he returned to the family farm in rural Mound Valley where he and his father farmed and raised cattle. He then continued his education at Labette Community College where he earned two Associate degrees. Following 33½ years of dedicated service, he had recently retired from the Parsons State Hospital and Training Center.</p>
<p>He was a lifetime member of the United States Marine Corps League and the North American Limousin Foundation. He was also a member of the VFW Men’s Auxiliary and Labette County Fair Board where he had served as beef superintendent for numerous years. He especially enjoyed spending time with his family and friends, his chosen profession of farming, and was an avid KU fan.  He was honored to be called “Papa Bull” by his grandchildren.</p>
<p>He and Janice C. Headley were married July 9, 1976, in Wichita.  She survives of the home.</p>
<p>Additional survivors include one son, Frank Chapman and wife Kelly, Parsons; one daughter, Jessica Chapman, Parsons; three grandchildren, Carollyn, Andrea and William Chapman; his mother, Mary Lou Chapman, rural Parsons; two brothers, Carl Chapman, rural Mound Valley; and Allen Chapman, rural Parsons; one sister, Donna Goins and husband Deland, Altamont, Kan.; numerous nieces and nephews.</p>

<p>OSWEGO—Clifford Albert Kenworthy, Sr., 85, of Oswego, Kan., died at Labette Health, Parsons, Kan., on Tuesday, Jan. 17, 2012.</p>
<p>A graveside service will be held at 10 a.m., Saturday, Jan. 21, at Fairview Cemetery, Melrose, with interment following.</p>
<p>Services are under the direction of Jim Thomas, Thomas Funeral Home, Welch, Okla.</p>
<p>Cliff was born July 10, 1927, in Melrose, Cherokee County, Kan., to John and Mae (Hayward) Kenworthy, who preceded him death.  He had a brother, Arthur Dale, who also preceded him in death.</p>
<p>He was in the Air Force a short time but had to return home due to his dad being injured.</p>
<p>Cliff married Jennie Elizabeth Littlejohn, Nov. 27, 1946, at the Courthouse in Oswego, Kan. They lived with his parents for a time on a farm north of Welch, Okla., until he got his own house built on land adjoining theirs. He went on to work as a tooler/dresser/driller in the mines of Oklahoma and Kansas. He also worked KOP, Parsons, Kan.; Union Railroad; Continental Can, Coffeyville, Kan.; Eastern State Hospital, Vinita, Okla. (26 yrs.); Craig County Road Department, Welch, Okla. (13 yrs.). At their farm, they raised cattle, horses and an array of other animals in addition to a little farming.  As a past time and second income, Cliff traded horses/cars throughout all those years. He enjoyed all the trading and attending horse functions, rodeos, and horse pulls.</p>
<p>The Kenworthys moved into the town of Welch in 1968. After Cliff retired, he and Jennie moved to a retirement complex in Chetopa, Kan., in 1991.</p>
<p>Cliff is survived by his wife, Jennie, of 65 years, remaining at the Oswego Nursing Home, Oswego, Kan., where they’ve lived since 2000. Other surviving family members include one son, Albert and Christy Kenworthy, Jr., Welch, Okla.; and their children, Kassi Simmons and husband Ronnie, and daughter Tori of  Bluejacket, Okla.; Kylee DeBock and husband Dillon and boys Colston and Riggin of Mutual, Okla.; Tay Thomas of Norman; and one daughter, Jeanette and Myke Rooks of Sand Springs, Okla.; and their children, Shawn Rooks, Topeka, Kan.;  Whitney Rooks of Lompoc, Calif.; and Thor Rooks, Kristen and Parker of Tulsa, Okla.</p>

<p>• After being unable to qualify wrestlers to the state meet in 2011, Cherryvale High School will send a trio of grapplers to the class 3A-1A state meet. State qualifiers will be D.J. Cook, 113 pounds; Kaden Housel, 160 pounds; and Curtis Hodges, 182 pounds.</p>

<p>• Field Kindley High School will take two wrestlers to the class 4A state meet in Salina, Kan., next weekend. At a class 4A regional meet in Fort Scott, Blayne Kimmel, 145 pounds, won third place, and Derek Frost, 152 pounds, was runner-up in his weight bracket.</p>

			<content:encoded><![CDATA[<p>CANEY — The Can-Kan Dreambuilders are in the midst of their annual membership drive which is held during February. To help promote membership month, Caney’s city officials will be honored guests at a special come-and-go Patron Appreciation Day open house this Sunday, Feb. 19, at the Caney City Library from 1 to 3 p.m. The public is cordially invited to attend the event, and refreshments will also be served. Door prizes will be given away and a drawing will also be held for the book “The Mullendore Murder Mystery” by Jonathan Kwitny.</p>
<p>&nbsp;</p>
<p>“Support from city leaders and Caney residents is vital to realizing the goal of building a new city library in Caney,” said Sharon Wiggins, Can-Kan Dreambuilders secretary.</p>
<p><span id="more-816"></span></p>
<p>The Friends of the Library group (called Can-Kan Dreambuilders) was organized in November 2005. The purpose of the group is to build a new city library for Caney. Since that time, dozens of fundraisers have been held and to date resulted in $260,000 raised toward the goal of $804,000, said Wiggins.</p>
<p>&nbsp;</p>
<p>“Thanks to the City of Caney, we have a site to build the library,” she siad. “The new building will be located where the old city hall use to be at the corner of 5th and State. We also have the furnishings necessary for the desperately needed and much larger building. All we need now is the building!”</p>
<p>&nbsp;</p>
<p>Wiggins said that overheard at the recent Mr. and Miss Christmas Contest the Can-Kan Dreambuilders sponsored, a 5 year old boy contestant, after hearing the congratulations given them for helping with funds for a new Caney City Library, the youngster said, “Wow! I plan to be there tomorrow and see the new library!” The thrilling faith of a child makes one tingle, said Wiggins.</p>
<p>&nbsp;</p>
<p>Membership dues to the Can-Kan Dreambuilders are students, $1; seniors, $2; individual, $5; family, $10; patron, $25; and business, $50.</p>
<p>&nbsp;</p>
<p>Dues can be dropped at the Caney City Library, 4th and Ridgeway, during business hours, at the open house on Sunday or one can call Joan Gordon at 879-2624 and she will pick up the dues.</p>
<p>&nbsp;</p>
<p>The Can-Kan Dreambuilders is hoping for a large turn-out at the membership open house on Sunday, Feb. 19, and the public and city officials are encouraged to attend.</p>

<p>Rumble strips will soon be installed on U.S. 160 highway near the intersection of U.S. 169 highway south of Cherryvale in hopes of heightening driver attention, a state transportation official confirmed Monday.</p>
<p>&nbsp;</p>
<p>Wayne Gudmonson, area district engineer for the Kansas Department of Transportation, said the rumble strips will soon be cut into the road surface on U.S. 160 west of the U.S. 169 intersection due to public concerns following a fatality wreck on Jan. 27. That wreck claimed the life of a Coffeyville man and injured three others.</p>
<p>&nbsp;</p>
<p>The intersection has been the site of 53 collisions since 2000, according to Kansas Department of Transportation records.</p>
<p><span id="more-814"></span></p>
<p>“I hope and pray this will solve the issue,” said Gudmonson at Monday’s meeting of the Montgomery County Commission.</p>
<p>&nbsp;</p>
<p>Gudmonson said KDOT officials are looking at other ways to improve the safety and efficiency of the intersection, which Gudmonson described as being “funky.” One of those ideas involves modifying the intersection as a roundabout — a concept, Gudmonson said, has proven to reduce the volume of injury wrecks and collisions.</p>
<p>&nbsp;</p>
<p>However, a roundabout at U.S. 169-160 poses a challenge because it would limit large trucks and semis from navigating the curves.</p>
<p>&nbsp;</p>
<p>“U.S. 169 highway is a major corridor for large trucks, and I fully expect nothing more but U.S. 169 to grow in large-truck traffic volume in the coming years,” he said. “So, I don’t see a roundabout as being a viable option.”</p>
<p>&nbsp;</p>
<p>The most likely modification would involve construction of an interchange, similar to what motorists see at U.S. 169-400 north of Cherryvale. Complete with off and on ramps, the interchange would reduce human error, which, he said, is the predominant cause of collisions at the U.S. 169-160 junction.</p>
<p>&nbsp;</p>
<p>Construction of an interchange could be costly — perhaps as much as $10 million, he said.</p>
<p>&nbsp;</p>
<p>The Kansas Department of Transportation has set aside $12 million in its most recent 10-year transportation program to make repairs or modifications to U.S. 169 highway from the north edge of the Coffeyville Airport Industrial Park to the intersection of U.S. 400 north of Cherryvale. Using that $12 million for a possible interchange could leave other areas along the U.S. 169 corridor without funds for repairs. One area that has been cited for possible upgrades is U.S. 169 west of Liberty. Known as “Liberty Hill,” the intersection has proven to be a challenge because of the blind viewing distance for northbound travelers.</p>
<p>&nbsp;</p>
<p>Gudmonson asked commissioners on Monday to consider the interchange or roundabout option and prepare a letter with their recommendation. That letter will be used by KDOT officials to gauge how best to use the $12 million in transportation money to address the U.S. 169 corridor.</p>
<p>&nbsp;</p>
<p>The U.S. 169 corridor improvements are not slated to begin until spring 2017. However, the schedule could be altered to fit the need of the traffic issue, he said.</p>
<p>&nbsp;</p>
<p>On Tuesday night, Gudmonson presented the same case to the Coffeyville City Commission, which voted unanimously to endorse the interchange concept.</p>

<p>All Montgomery County property owners could see the county’s share of property taxes increase by at least 25 percent if a proposal in the Kansas Legislature becomes law.</p>
<p>&nbsp;</p>
<p>Residents in Coffeyville could see their total ad valorem tax rates increase by more than 70 percent.</p>
<p>County commissioners revealed Monday the tax impact of two identical bills — Senate Bill 317 and House Bill 2501— that concerns the tax classification of manufacturing equipment and machinery. The two bills are proposed by the Kansas Chamber of Commerce and other trade associations and are reportedly written by an attorney for Coffeyville Resources Nitrogen Fertilizers.</p>
<p>&nbsp;</p>
<p>The two bills are the result of a January decision by the Kansas Court of Tax Appeals that upheld Montgomery County’s valuation and classification of the nitrogen fertilizer company’s tax assessment for 2008. The company protested its tax assessment to the Montgomery County Appraiser and later to the tax appeals court.</p>
<p><span id="more-811"></span></p>
<p>If manufacturing equipment, or “trade fixtures,” is allowed to be reclassified from real property to personal property, then Montgomery County will sustain a major reduction in tax valuation, commissioners said. After crunching the numbers late last week, commissioners said the tax impact  of the proposed bills could force Montgomery County to raise its tax levy by as much as 25 percent.</p>
<p>&nbsp;</p>
<p>Charlotte Scott-Schmidt, county clerk, said the total sum of taxable properties in Montgomery County in 2011 stands at $372.2 million. If either of the two bills are approved and manufacturers like Coffeyville Resources Nitrogen Fertilizers are allowed to reclassify their equipment, the resulting total valuation will drop to about $277 million, she said. That represents a $95 million loss in the county’s tax valuation — a monetary number that is used to calculate how many dollars are needed to fund the county government’s budget (budgets are spoken in terms of “mills,” which is $1 for every $1,000 of a property’s taxable value).</p>
<p>&nbsp;</p>
<p>To make up for that loss in valuation, the county will be forced to raise its levy to make up the difference, commissioners said.</p>
<p>&nbsp;</p>
<p>“That’s huge,” emphasized commission chairman Fred Brown regarding the estimated impact on the county’s tax rate.</p>
<p>&nbsp;</p>
<p>Prospects for a tax levy increase are even higher in Coffeyville, where the Coffeyville Resources Nitrogen Fertilizers’ property valuations are used by USD 445, the City of Coffeyville and Coffeyville Community College to determine their levies. Scott-Schmidt said an early estimate of the tax impact could require a 60 percent increase in the ad valorem tax rates of those entities.</p>
<p>&nbsp;</p>
<p>Residents in Caney and the Caney Valley school system could see a tax rate increase of greater than 25 percent since those residents pay property taxes to Montgomery County and Coffeyville Community College.</p>
<p>&nbsp;</p>
<p>Brown said he was keeping a close eye on the proceedings in the Kansas Legislature regarding the bills. He said he planned to attend a hearing of the Senate Committee on Assessment and Taxation on Wednesday to hear testimony regarding the bill.</p>
<p>&nbsp;</p>
<p>County and city officials claim to have been blindsided by the approach of Coffeyville Resources Nitrogen Fertilizers to push the bills through the legislative process, just weeks after the Kansas Court of Tax Appeals rendered its decision in the company’s protest. City and county officials were told of the pending bills just one day before they were introduced to senate and house committees in late January.</p>
<p>&nbsp;</p>
<p>The Kansas Association of Counties has expressed concern about the proposals, noting that the impact of the bills would force counties across the state to reclassify most equipment and machinery used by manufacturing businesses. The impact would force county governments, as well as cities, schools and other taxing authorities, to raise their tax rates because of the loss in property valuations.</p>
<p>&nbsp;</p>
<p>The Montgomery County delegation in the Kansas Legislature also has voiced opposition to the bills. State Sen. Jeff King, R-Independence, State Rep. Dwayne Umbarger, R-Thayer, State Rep. Virgil Peck, R-Tyro, and State Rep. Jim Kelly, R-Independence, have each voiced opposition to the bill. Peck has asked the legislature’s top brass to allow more time for further research in the bill’s tax impact on local homeowners and businesses.</p>

<p><span id="more-808"></span>The Kansas Highway Patrol said Cory Robert Shawver, age 25, of Independence was northbound on county road 1300 when he failed to stop at a stop sign and struck a semi tractor trailer driven by Howard Allen Herman, age 57, of Vinita, Okla.  Herman was eastbound on U.S. 166 highway when the collision took place.</p>
<p>&nbsp;</p>
<p>Shawver was flown to St. Francis Medical Center in Tulsa for treatment of injuries. Herman was not injured.</p>

			<content:encoded><![CDATA[<p>CHERRYVALE — Criminal charges are possible against a rural Cherryvale couple who had several dozen animals removed from their property for neglect and cruelty.</p>
<p>&nbsp;</p>
<p>Labette County Sheriff Robert Sims said his department and the Kansas Animal Health Department removed 26 dogs and two cats from the home of John and Regina Fine, 21051 Anderson Road, in rural Cherryvale on Feb. 3.  The sheriff&#8217;s department and animal health department received complaints about possible animal cruelty on the Fine property, which forced law enforcement to execute search warrants on the property on Feb. 3.</p>
<p><span id="more-792"></span></p>
<p>Sims said the animals were transported to Topeka by the animal health department for assessment. Labette County Attorney Hillary McKinney is reviewing the case for possible criminal charges, Sims said.</p>
<p>&nbsp;</p>
<p>The Fine property was the site of another animal neglect situation. In January 2011, 28 dogs and cats were moved from the Fine property, and the Fines were charged with animal cruelty in that 2011 case.</p>

			<content:encoded><![CDATA[<p>COFFEYVILLE — Arson is the cause of a fire that destroyed a downtown Coffeyville business on Jan. 28, police chief Joe Humble confirmed today.</p>
<p><span id="more-784"></span></p>
<p>Humble said investigators with the Alcohol, Tobacco and Firearms, Kansas State Fire Marshal, Coffeyville fire and police departments, and canine units from Wichita and Topeka continue to investigate the fire that heavily damaged a business named Butterfly Kisses and a private, second-floor apartment at 217 W. Eighth on the afternoon of Jan. 28. The building was considered a total loss.</p>
<p>&nbsp;</p>
<p>A law office adjacent to Butterfly Kisses also sustained smoke and water damage, Humble said.</p>
<p>&nbsp;</p>
<p>Humble said arson has been ruled as the cause of the fire, and investigators have identified a suspect.</p>
<p>&nbsp;</p>
